* Bd 15. An “incident” occurred which we understand has blossomed into a dispute. Our knowledge of it is sketchy. But players are being inventive with their incidents this year. Ruling 5.2.09 (and some detail). In brief: White (Essex), who was short of time, played a P to the 8th rank and stopped his clock without completing the promotion. Black immediately restarted White's clock. White then completed the move but left his own clock running. At this point a member of White's team made a remark which has been variously reported. Black claimed the game on the ground of illicit interference, and went away. The Controller writes: "There were several components to the dispute, and I have to say that in every one of the problem areas, both the players and spectators failed to act in accordance with the FIDE Laws of Chess, viz: "1 David Brock should not have started his opponent's clock before finding and placing a queen on the board; the correct action would have been to stop the clocks and find a queen. "2. Geoff Bishop should not have re-started his opponent's clock; again the correct action would have been to stop the clocks to enable a queen to be found. Geoff was however also entitled to claim an extra two minutes thinking time in view of the illegal action of his opponent. "3 Spectators should never interfere, although in this case I do not believe that the words spoken by Ivor Smith ('You can't do that') could be construed as giving assistance to the Essex player, and were in any case unsolicited by him. At this point in the saga, the accounts of the parties differ as to the numbers and involvement of the spectators which makes any further ruling in this area impossible. "4. I also note that the players' reports disagree as to the amount of time left on DB's clock, variously stated as 'seconds' and 'two minutes'. "5.Geoff Bishop should not have left the premises without further trying to resolve the dispute, if necessary by reference to and discussion with his Match Captain. "In view of these various incorrect actions it is impossible now to apportion responsibility for the premature conclusion of the game, and my decision is that the game should be regarded as void, scored as 0-0, final match score 7½ - 7½." Note 13.2.09. Essex have appealed, claiming a win, and it is with the Rules & Appeals Sub-Committee... ...who (note 6.3.09) have rejected it. The original decision - game void - stands.

* Bd 1 is in dispute. It appears that the players, a move or two before the time check, discussed the possibility that Black (Surrey) had lost on time. We gather they were unfamiliar with the DGT and unsure about what it was telling them. They then, apparently without resolving the question, played on and Black won. Both sides claim wins, and it is with the County Match Controller. 18.1.09. We have the Controller's ruling, and for once will quote it verbatim. "Whilst I have reached the conclusion that the balance of probabilities is that the Surrey player did lose on time, this is now impossible to prove with absolute certainty, as the two players' accounts of what happened do differ. "I have to say that by playing on and expecting someone else to form an opinion after the event the players have put the Controller in an impossible position, and that it is not now possible to uphold any such claim. "I therefore rule that the result of the game, as achieved over the board, remains as a win for the Surrey player and that the final result of the match is 8-8."

* Bd 11. The Kent player lost on time in a dead drawn position having K and R against K and P. He maintains that he "claimed a draw" when it got down to K and R against K and P. But accounts vary, and it presumably wasn't a claim in due form. At all events a ruling has been requested. And supplied. The SCCU County Match Controller has ruled the game won for Essex on the ground that the Kent player made no valid claim. Note 9.11.08. Kent have lodged an appeal. Which (further note 24.11.08) the Rules and Appeals Sub-Committee has rejected. The Kent and Essex members of the Sub-Committee took no part in the decision.
