SOLUTION
1 d7-d8 = R, but use the R which is already on b6.
Nothing in the 2001 Laws prevents you exchanging the pawn for a piece which is already on the board. The 2005 Laws plug this by saying "...it must be exchanged as part of the same move for a new queen, rook, bishop or knight of the same colour."
An alternative solution is possible, which works even without White's bishop. But it relies on an interpretation which the current rule will hardly bear.
