These Rules are in draft.
     They date from the Council meeting of September 2000. The old Rules (published in the 1993 Yearbook and we think not since) required Counties to qualify through a Union stage. In 2000 the SCCU proposed the abolition of this requirement. The papers of the meeting included new draft rules, prepared by the SCCU, incorporating this change along with one or two others. All the SCCU's proposals were agreed. The draft rules, however, were intended mainly for guidance and it was left to the Director to finalise them. He has not done so. It may be he felt the draft had in principle been agreed by Council and needed no rubberstamp. At any rate it's essentially what we've been working to this year and last. What's below is the draft Council had before it.


COUNTIES U-18 TEAM CHAMPIONSHIPS: PROPOSED NEW RULES

TITLES
  1. There shall be four competitions:- Counties’ Under-18 Open Championship
    Counties’ Under-18 Girls’ Open Championship
    Counties’ Under-18 Minor Championship
    Counties’ Under-18 Girls’ Minor Championship
FORMAT
  1. A national event for each of the above competitions shall be held annually. The Girls’ Championships shall be for teams of six players, the others for teams of twelve.
ELIGIBILITY
  1. Each player must be under 18 on 1st September of the year preceding the event and must possess one of the following qualifications relating to the county for whom he (or she) plays:-
    1. Birth therein
    2. Attendance at an educational establishment therein
    3. Membership of a chess club affiliated thereto
    4. Genuine residence therein at the date of playing.

  2. Deleted. [Related to players representing more than one County at the Union stage.]

  3. The penalty for playing an ineligible player shall be the loss of such player’s game and the deduction from the team’s score of one penalty point for each ineligible player.

  4. Deleted. [Related to the organisation of Union events.]
ENTRIES
  1. Counties may enter the event without participating in a Union Stage. There is no limit on the number of Counties entering from a Union.

  2. Each county wishing to enter is required to notify the Tournament Conductor at least three weeks before the date of the event.

  3. The county must at the same time provide:-
    1. the name, address and telephone number of the appropriate organiser.
    2. Deleted. [Related to the Union stage.]
COMPETITION DETAILS
  1. The competition will normally be in March in school term time.

  2. Except as provided for in Rule 15, only counties affiliated to the British Chess Federation shall be eligible to compete in the competition.

  3. The Tournament Conductor, in consultation with the appropriate Union, shall assign each county as ‘Major’ or ‘Minor’.

  4. It shall be the responsibility of the Tournament Conductor to notify all counties of the venue and start and finish times at least two months prior to the competition.

  5. Deleted. [Related to replacement teams where a Union had no nominee.]

  6. Teams from Wales may from time to time be invited.

  7. Each County organiser shall send his team list to reach the Tournament Conductor not later than the Thursday before the event. Team lists may be subsequently revised, until half an hour before the scheduled start of play. Teams shall play in order of playing strength.

  8. The format and number of rounds of the competition will be at the discretion of the Tournament Conductor.

  9. The games will be Rapidplay.

  10. Where there is a tie for first place, the title shall be shared.

  11. The Tournament Conductor shall decide all disputes and any decision shall be final. It shall be understood that participation implies complete acceptance of these rules.
